  1.  @Curmudgeonist  I'm afraid I'm done with the "incompetence" explanation. A government that is merely incompetent will tend to make its messes all over the place. But when every "mistake" pushes towards the same set of goals and outcomes, that's a plan. They're not remotely incompetent when it comes to accumulating power.
