They don't have a choice - if security restrains a member of a certain group: ten minutes later there are mobs sacking sacking your stores all over the country, the media calling you racist and the ACLU bringing a "civil rights" law suit against you. Easier to just let the theft go. And then close the store when it becomes unprofitable.
