@fulf every municipality have there system.. some in larger cities run with the same as there other around. And of cause, the vacuum system is just for very dense areas not for suburbs or country side. Where I live there is just a single bin.

The reason european trucks got rear axel stearing and us does not it that in Europe asymetric axel load is alowed on boggier. Say 11 and 8 tons is pretty popular. Making a maximum Boggie load of 19 tons that is typical. In us you typically have to have both axel with double tires to get full boggie load. If you remove om tire the total loads go down. So europe a typical boggie like this this in Europe can take 19 tons. While in usa a 8 tire boggie can take only ca 16 tons. The reason for that in turn is that us trucks alows only 6-7 bars of tire pressure while european trucks alows for 8-9 bar of pressure, and the reason for that is that trucks are alowed to drive faster in the us, so they need the sorter tires to not damage the road. So it's really quite logical regulation.
