I actually think the radiation monitoring theory has some plausibility, save for the distance of some of the mutes from testing areas. I know of a documented mutilation inside the wires of the Virginia work farm for male prisoners on the James River in, as I recall, Goochland County. That's a long way.
It could be for more than one purpose; any well-funded government op (or quasi-governmental op) requires that more than one "itch" be scratched (sorry if that makes you itch - I just did it to myself writing that).
Ed Sanders (of the Fugs) studied the subject from afar (in Woodstock, NY) and published THE MUTE REPORT for several years; I was a subscriber. His theory was that it was a clandestine project to prospect for mineral wealth and such; this doesn't hold water with me, although it once did. Now we have satellites that can do this same work, yet the mutilations continue, though you never read about them.
I very well could be wrong, but I think my theory works best. Anyone with a lick of sense would know it's not "aliens" or "cult activity". It's too sophisticated for cults to be involved, obviously, and the risk/expense vs. payoff doesn't work.
And I don't believe we are being visited by alien civilizations. It's preposterous if you think deeply about it enough! Why haven't they opened their own resorts here if it's so appealing to them?
