  1. Let me get this right, Chevron has been complaining about needing more refineries but will not invest any of the 75 billion? They can't use that 75 billion to help ease gas prices? I bet in a few months they will say they need tax breaks in order to start work on a new refinery. Joe also talks about how tax breaks lead to innovation and job growth, please Joe, defend this.
