  2. Well, big oil does billions in stock buybacks vs building new refineries. Big oil could build them anytime they want but don't. Also, the US produced more oil than any country ever so why didn't prices come down? Is producing more oil really going to lower prices? Also, how much more oil do we need to produced to lower prices by 10 cents, 50 cents, 1 dollar.
