  3. How's your first two statements related? Civilians back then could own machine guns too, and much easier and cheaper than nowadays.

  4.  @cornholius  Both servicemen and civilians could own machine guns at the time, and both civilians and servicemen were forbidden from importing machine guns without a permit. Importing something is distinctly different right from the right to own one. You still need a permit to import a car even tho you don't need one to drive or own one.
