  1. Completely disagree with your point because of business risk in expansions and whether the market is sustainable in the expansions. Most likely the fisherman is doing what the market can afford to in demand and supply already and any speculation in expansions will be from external breakthroughs instead. Can it be done sure but it is uncertain and cause worse outcome for the fishermen or the consumers.
