  4. Not exactly. The percentage is capped but those home loses values so it doesn't even matter if prop 13 is there or not.

  5.  @TohaBgood2  These neighborhood loses a lot of value in 08. I have a friend picked up a home in Tracy back then and it was like 70% drop from the peak of 06.

  6. Even without racial problem the rich / poor divide will still be there, and the way they run Compton it would still be trashed if everyone in the US is white.
