  1. The problem with a real downtown is they are multiple owners owned instead of single owner rent to multiple tenants malls and lifestyle center. Having multiple owners can quickly run into situation where one owner refuse to spend money on upkeep, and the whole downtown deteriorate. The worst shopping malls typically have multiple owners instead of single owner with multiple tenants carefully selected.

  2. There are some that includes both, but then you have to deal with competition for resources like parking and traffic. It is hard to prioritize both housing (being quiet and low traffic) and retail (being vibrant and high traffic).
