  1.  @CityBeautiful  I think to a larger extend this is also a local vs federal level funding issue. In the US we have a much more local pay for local infrastructure idea of government than say, China or Russia. This leads to either downward spiral or upward momentum that is hard to stop when things like this happens. If it is a more centralized country they can gradually redraw the area into different cities and the problem diluted to a much easier to fix level.

  2. Most ghettos and slums in the US tend to be former industrial cities went out of businesses or moved away. Hate to say but sometimes the only way to revitalize a city that fell into the low income downward spiral is to let the nearby city gradually encroach into it as redevelopment / suburb etc, anything that will replace its existing residents.
