  1. From HK here (I grew up there till about 14), one of these cage home is in my neighborhood and they are usually filled with single old men with low income jobs. The reason they exist is this fills a need: they are the housing of last resort before homeless. The gov is not doing enough because of the lack of land and because land sales is one of the biggest income source of the gov, so keeping home price sky high is the goal and home affordability is the consequence of it. If you want low tax you will have this, so IMO increasing tax is actually good if this means more land (they are artificially limited to prop up the price) and more home affordability.
