  4. This is what happen when you have a small government with deregulation and everyone wants to pay the minimum for weather proofing code. Their insurance will do the jobs that government fail to do in the future, and charge them sky high premium to retrofit to the latest codes.

  7.  @kobeisbose  They do insure with other co insurance companies to diversify the risk. Eventually they will raise premium or exit certain markets. I think for something like Texas' situation they will mandate certain building code or business liability for power businesses will mandate them buying from certain prepared providers only. In other word, they will do the jobs that government refuse to do.
