People have choices and need now. I wouldn't pay someone else childcare to watch my kids when the schools are in distance learning and social distancing reduce preschool capacity and go work for $15/hr. I also probably would rather do delivery jobs so I don't have to deal with rude customers when I have to kick them out for not wearing mask, or the recent increase in armed robbery.

@rossmanngroup This situation (low income neighborhood, high cost) means businesses there would turn into self service, owner self employed, and contractor based to work around labor cost regulation. Losing businesses in this case is very likely and expected. Imagine the real wage end up at $15/hr without regulation and law and it still fail. The owner should change the business into something simpler, maybe a "we only sell this one dish in takeout boxes and we don't hire anyone" business is the right way to go there. Or, maybe move the business elsewhere.
