  1. My 2c bet that the landlord is a REIT that has bought a credit default swap. If no default or eviction then the swap won't kick in, so they are not going to budge as it is "someone else's money" involved.

  2. This is not about voting, unless you want to ban Real Estate Investment Trust and Credit Default Swap. These "landlords" are packages of investment sold to 3rd party, with insurance. It kicks in if the tenants are evicted but not when you work out a deal to forgive some rents. So yes, one way or another it is someone else's money and not theirs, and it would be theirs' if they forgive rents.
