  1. Bacteria won't digest the plastic fast enough, what they need to do is find the reaction and do chemical decomposition, it also eliminate the chance of super bug bacteria escape and destroy people's building, car, etc that are not meant to be decomposed.

  2. I think the biggest problem is the plastic being buried instead of incinerated. If they use the newer incinerator they can actually recover most of the ashes and burn up the dioxin instead of release to the air.

  3. Landfill. You cannot recycle partly UV decomposed plastic.
