From what I understand most of these billionaires have close tie with senior leaders who are rivals of each other, sometimes they are also just puppets who help them launder money or funnel money to their offshore accounts. So when these political leaders try to get rid of each other they would use corruption as a way to interrogate their masters. They may get away or they may be silenced so they cannot become witnesses. You cannot make it that big and that rich in China without corruption and be a puppet of some senior leaders.
