  1. Address it at the consumer side: use ice based thermal storage for air conditioning to shift the load to soften the duck curve, and have smart cloth dryers that start after peak hours is over.

  2. Not a propaganda if you spend an arm and a leg to setup the battery to begin with. Seriously it is a short term buffer to dampen the shock but not enough to balance the heat wave. Fossil fuel also had the same problem but the capacity and load can vary better than solar and wind. The grid needs to be bigger with renewable (more than 1 country, maybe Australia should connect to Indonesia, Malaysia, Vietnam, Thailand, and China to make a better balance).
