  2. The most effective way to generate more water is to avoid deforestation at all cost, and then maybe aqua duct that draw water into places from high rainfall to low rainfall area. Neither of them are easy politically but make the most logical sense. If this cannot be done population migration might be easier than all these desalination work. Make the desert solar farm to take advantage of the sunlight.
