Slight distinction, it typically is just insulting the person making the argument, but it isn't necessarily the direct speaker, if I were to show you a source proving your left wing dogma is a bat shit insane cult, and you just dismiss the source I'm using by calling it "far right propaganda", which is what leftists always do when their cult is challenged, that's also an ad hom, whether you're insulting me or not. And you can also insult someone during an argument without it being an ad hom, like how I'm accurately pointing out that you're a bat shit insane cult member, but I'm also directly addressing your stupid point and showing why it's incorrect. Not an ad hom. The insults just add a little spice.
