  3. That's exactly what it is, they vote based on emotions because they have no real stake in the game. That's why voting used to be restricted to landowners, they weren't voting for free stuff, they were voting for who they thought would help them maintain what they earn. That's a little outdated, bc a lot of well to do people don't own land these days, but there should be some kind of requirement for voting privileges, like not being a net tax beneficiary.
