A phobia is an irrational fear. If you see someone wearing a hijab, and you freak out and start screaming bloody murder as though it's a demon ghoul zombie, then you're probably islamaphobic. But I've never met anyone in my life who reacts that way. If you fear hostile foreigners who don't share your values invading your country, then you're not irrational at all, you're just paying attention, this is a completely rational fear.
