Actually yes, you can tell someone to grab a knife and stab someone, that's not incitement to violence because the other person can just say "no, that's dumb, I don't even know that guy." In order for inciting violence to actually be tried and convicted, the person who was allegedly incited to action has to have been coerced in some way, if you threaten them and say "stab that guy or I'll do (x)", then that could be considered incitement. But just simply telling someone to do something without them having any outside pressure to act is not incitement.
