You nailed it. I wouldn't be surprised if they railroad Bill Clinton, because he's one of the most notable names implicated, but he's also old and irrelevant. He's of no real use to them anymore, so they can throw him under the bus and pretend like it's "non partisan", but then everyone else that's punished is someone who doesn't play ball with the regime, or just isn't useful to them. Anyone who plays ball and offers them leverage will be protected.
