When people declare bankruptcy, they have something that can be seized as collateral, like a house, a car, or a business. Someone in debt because of student loans has nothing for collateral except a degree that's not worth the paper it's printed on.

@Prof_Bort_Yammy a master's is just a higher level degree than a bachelor's, the basic type of degree. You just have to go to school longer for a masters, and it's really no better than a bachelor's for most jobs. You might get lucky and start at a higher salary if you have a masters, but across the board it's really not worth the money it costs for most people.
