To me, the main problem is normalizing it. In the grand scheme of things, you can't save people from themselves, if someone really wants to do it, they're gonna do it, no law can stop that. But writing it into law, as a state sanctioned thing sends a message that it's a normal and rational option. There's a lot more people who have had thoughts or even plans than the amount of people who have actually followed through, and people who are viewed as authorities telling them it's fine will definitely lead to more people following through.
