  2. No, because it's support infrastructure (the body) has to run 24/7 and some of it is controlled by various feedback loops by the brain itself. There are various low energy modes that reduce energy consumption dramatically, for instance sleep, hibernation, anesthesia, etc. Unfortunately shutting the brain off completely tends to maximize entropy of the entire system...
