  1.  Blind Bob  The illegal activity is using Dell markings on 3rd party disc. Dell's Windows restore disc only works with Dell machines e.g. my old work Dell Studio 1645 laptop has embedded Windows 7 OEM marker in BIOS. I tired using Dell's restore disc on VMWare and it failed. I made restore disc backup with a different look e.g. no Dell logo. Each Dell restore disc should be assigned to a Dell laptop i.e. Windows Product Key comes with the laptop. My recent HP Envy x360 2-in-1 tablet-laptop has embedded Windows 10 product key in UEFI (new BIOS standard) and it doesn't come with restore disc. i used ShowKey Plus tool to show the installed and embedded Windows product keys. It's worst case OS restore method is via USB flash device.
