Budapest Memorandum requires Ukraine to join Nuclear Non-Proliferation Treaty as part of Ukraine's nuclear WMD disarmament. Russia has exited Ukraine's Budapest Memorandum. If the US exits from Ukraine's Budapest Memorandum, then Ukraine has the right to develop its WMDs to defend itself against land-grabbing Russian imperialists. Russia does not maintain Ukraine's territorial integrity. Allowing Russian-proven WMDs while disallowing Ukraine's ability to defend itself is the height of hypocrisy. Tucker is ignorant of Ukraine's Budapest Memorandum.
