The USA is the main bottleneck for US allies from obtaining nuclear bombs e.g. US stopped Taiwan's nuclear bomb R&D, in exchange for a defense agreement. US stopped Japan's nuclear bomb R&D, in exchange for a defense agreement. With independent nuclear bomb R&D, the UK ignored the US, France ignored the US and Israel ignored the US.
