Russia continued its alliance with Cuba and even hosted military bases there BEFORE and AFTER the Cuban crisis. The Cuban crisis was about nuclear weapons! Ukraine doesn't have nuclear weapons because it handed them over to Russia back in the 90's for an agreement with Russia... that agreement which Russia signed was a promise to NEVER invade Ukraine. A promise Russia has long since broken! NATO has never even considered putting NUKES in Ukraine or any other Eastern European country!

Yanukovych breached the Ukraine Constitution 1996, Article 17. After 2017, Ukraine's constitution is incompatible with foreign military bases hosting either NATO or CSTO. If Yanukovych didn't sign the military base rental extension, Russia would be kicked out of Crimea. Putin's narrative is FALSE.

Refrain from using economic pressure on Ukraine to influence their politics. 4. Seek immediate Security Council action to provide assistance to Ukraine if they "should become a victim of an act of aggression or an object of a threat of aggression in which nuclear weapons are used". 5. Refrain from the use of nuclear arms against Ukraine. 6. Consult with one another if questions arise regarding those commitments. China and France gave somewhat weaker individual assurances in separate documents. Russia has exited Budapest Memorandum. The US and UK are fulfilling points 4 and 6 in accordance with Ukraine's Budapest Memorandum. Budapest Memorandum's security assurances are weaker than NATO's Article V and EU's Article 42.7.
