Russia does not maintain Ukraine's territorial integrity. US exit from Ukraine's Budapest Memorandum has a negative outcome for US allies being in the Non-Proliferation of Nuclear Weapons Treaty (NPT). Trump knows about this issue, hence why Trump argued for nuclear arms for SK, JP, AUS and 'etc'.
