Elon's statement is "Current efficiency is 1.7kWh/mile, but there is a clear path to 1.6, possibly 1.5". That's the known evolution road map. Further improvements can reach 1.5 kWh/mile.

Tesla Model S's EV battery is mostly nickel and graphite(refined coal) materials with tiny 2 percent lithium. Nickel metal is already used with steel production. Battery chemistry differs across manufacturers i.e. it's a flawed argument to use a simple battery size scaling to compute CO2 emissions where lithium content percentage per cell may differ.
