Russia broke the Budapest Memorandum BEFORE Euromaidan action. 2. Russia materially breach Budapest Memorandum's 1st clause i.e. Russia's land grab from Ukraine.

On 21 April 2010, Russian President Dmitry Medvedev and Ukrainian President Viktor Yanukovych signed an agreement[16] in which Russia agreed to a 30% drop in the price of natural gas sold to Ukraine. Russia agreed to this in exchange for permission to extend Russia's lease of a major naval base in the Ukrainian Black Sea port of Sevastopol for an additional 25 years (to 2042) with an option for a further 5-year renewal (to 2047).[17] The agreement put a cap on the scale of price hikes; but the main unfavourable terms for Ukraine of the 2009 gas contract remained in place.[18] This pressure caused Yanukovych to make a mistake that breached Ukraine's Constitution 1996, Article 17. @Butmunch666 CONSTITUTION OF UKRAINE Adopted at the Fifth Session of the Verkhovna Rada of Ukraine on 28 June 1996 Article 17 The location of foreign military bases shall not be permitted on the territory of Ukraine. Yanukovych breached the Ukraine Constitution 1996, Article 17. After 2017, Ukraine's constitution is incompatible with foreign military bases hosting either NATO or CSTO. If Yanukovych hadn't sign the military base rental extension, Russia would be kicked out of Crimea. Putin's narrative is FALSE. Putin's pressure caused Yanukovych to make a mistake. My comments are based on former Ukrainian Prime Minister Yulia Tymoshenko's argument for removing Yanukovych. Pro-Ukraine political parties exploited Yanukovych's constitutional mistake.
