  1. Typical how CCP projects works. $8 billion allocated on project. 70% goes to corrupt pockets while 30% actually gets to project. Also often these projects are pushed thru by the local CCP government (in order to appropriate money) while not enough adequate project study are done. Report to higher ups everything is peachy and going according to plan. If project fails, one fall guy gets the blame and axed while the entire corrupt system survives. This is why China needs a new transparent government system and freedom of press.
