  1. It was a preventable death. This is partly a man made disaster. The local government failed to stop the subway from operating despite they know they are going to release the flood waters from 3 nearby dams that were in danger from collapsing. So the government released the dam waters + massive deluge (600 cm of rain) + allow the subway to continue to run until the waters were neck high. So now they are trying to shift the blame and cover their own butts.
