  1. I remember this scam in the newspaper. It mainly targets other Chinese nationals living in the Philippines and elsewhere in Southeast Asia. This is operated by a well organized gang from China. Most of its victims are Chinese nationals because they know these are the ones that are well to do and have money. They operate in the Philippines because law enforcement is very lax in the Philippines and often these types of “relationship/confidence scam” goes unpunished especially if the money is being laundered outside the country.
