Identity theft is very common in China because of the lack of privacy, security as well as rampant corruption at the local government levels. Unfortunately for most poor low income families in China there isn’t much they can do about it as people lacks social, civil and political rights in China. Plus many Chinese people are conditioned not to question their own government. Only 242 cases were punished, the reality is there are 10,000+ cases and those were never brought to justice especially if they involved powerful politicians or wealthy families.
