  1. There are many countries: Mexico, Nicaragua, Costa Rica, Ecuador, Panama, Colombia. These are residencies not citizenships, but as you say you are low income just get a permanent residency and live.

  2.  @kellyname5733  If one is low income, one's choices are limited. If one is coming from the USA, then it is easier since they are on the dollar. Ecuador appeals to many on very limited social security. There are a number of things not to like but if one is after a simple life, no frills, this might be the place. Really decent places to rent for $350.00 a month. So, even if someone has $900 month is social security, they can get by.
