  2. California for many years was a conservative state ( Ronald Reagan was Governor). Proposition 13 kept property low for many years and many businesses were able to benefit from this too since companies like IBM, HP owned large campuses that they bought prior to 1978. Prop 13 is under attack and with it many older CA. residents.
