  1. ya, but the state systems and politicians are every bit as corrupt as the national system is. we have the corrupt policing the corrupt... and who wins? the corrupt. you can't rely on state legislatures to change a national system that is run precisely as the state systems are run... because then the state politicians would be expected to "reform" the systems that keep them in power and that ain't gonna happen.
