  1. the importer pays the tarrif but it still increases the price to the consumer. so trump's tarrif's made chinese products more expensive thus less appealing than other products. trump's no economist. what trump didn't care about, is that tarrif's hurt the economy by increasing prices to the consumer because when one company raises their prices THEY ALL DO! its called capitalism - privatize profits, socialize losses. this was trump's economic plan - to make himself and his rich buddies even richer.
