What you (and Highline) are totally missing is that political regime of Federation is in fact the same as it was in USSR. The Civil War veterans purged of anarchists, traitors and warmongers by Stalin became The Party. Membership was voluntary while having several steps of gaining more authority AND more responsibility... What it led to was that Elder leaders became majority of leaders. Dementia, extreme conservatism and inability to change led to the inner conflict when relatively young elderly members such as Elcin became eager to replace old farts who just didn't want to leave their positions at the top.. which led to demise of USSR. Still, the system itself was pretty neat, the more power you got - the more you were observed and your moves checked by the KGB, the less power you wanted for yourself - the less responsibilities you partook in. In fact, you could have several chances to reconsider and stay at the most enjoyable level of good-being. You could argue that borderline imprisoned scientists were exception, but in fact their power, though not a political one, was enormous and that's why both their research and themselves needed such a high protection.

+Yueh Tewb except Starship Troopers' system was already tried in USSR. It failed miserably cause veterans aged and became mental. Not the smartest, but the most loyal to the system people could not adapt it to meet new dangers and tasks rising up including of superstitious folks (look at movie's mormons), nationalism at is's colonies (look at locals at colonized plates and their hatred to Federation's military), insane activists gaining people's attention and praise, etc. . Social activity provides Party membership, comrade.

@digitalnomad9985 The purge of rioting bands that close to clockwork orange, youngsters that are not afraid of law cause there is not enough police forces nor will of the government to deal with them. USSR dealt with the same problem of youngsters crime and executed those raping and killer monsters with no remorse. Political opposition was subjugated, sure, cause otherwise country had no clear goals or mindset what to do next. Stalin's opposition was all for globewide bloody revolution while his gang was for building a strong socialist state on it's own and lead others to do same by their example, not by force. You could argue that bloody revolution is more noble cause all you want. Moral glue of the system was the Party and it quite vigilantly ensured that people are well-behaved if they want to have successful social life for quite some time. Dishonesty was severely persecuted by the KGB.
