If you play remake of the second game you would know what weapon shop owner was hiding... hell, if you keep around and listen to the door in the third game you can hear his reasons of being anxious too. SPOILER his daughter got infected and he can't just leave her alone, so as she slowly but surely succumbs to the disease he will do anything to protect her, while leaving the town is no longer desirable choice for him to make.
