  1. You missed part when it was clearly said that Rico's parents are not citizens, yet they are wealthy and could afford to raise him. Verhoeven tried desperately to portray Federation as something bad and failed miserably at that. Mob rule that is today shitocracy is worthless garbage, only people that are willing to serve society has rights to choose leaders of such and be chosen as leaders. Also overpopulation is a possible future problem and it's not unreasonable to regulate child birth.
