Yes, jews were prohibited to live anywhere else except western part of Russia (except from scientists, bankers or just plainly talented jews that were welcomed in any part of the country) or go the fuck out of the country if they wished so. Yes, local Polish and Ukrainian population sometimes organized pogroms against ethnicity that was constantly dodging taxes and gathering resources to build their own country instead of cycling them around in the economy of the land they lived in. You must consider the fact that Tsarists Russia was quite decentralized which led to it demise to civil war and many of it's subject to declare independence such as Poland, Finland, Baltic Republics due to it. Furthermore, it was the same reason which led for Russia to abandon it's American colonies in California and Alaska which it could not sustain due to lack of administrative resources and later on the same problem led to the losing of Russo-Japanese war.
