USSR society was quite militarized. High and middle schoolers were taught in a form of a game "Zarnitsa" about how to fight against local radio posts created by spies or behind enemy lines; how to throw grenades and shoot gun. Ex-KGB Putin thought about implementing the same training courses in crapitalistic Russia by his Hittler yout... ehem, I mean "young guard" brigades, but the organization have rotten away due to corruption, child-sex acts and lack of political opposition. There's few weapon courses for teenagers still at work but only for the highschoolers whose parents are hereditary military officers just like in good old monarchy times.

@RyTrapp0 it's an issue of value of human life as it is. By killing someone you decrease the potential of your country regardless who exactly you killed. Same mindset led to the total prohibition of capital punishment in Russia and to point that police officer must write a report on every bullet he used. Though, it's a subject to change cause legislation is going to the way to allow police officers to shoot even in crowds of civilians, but as of now it's quite hard to get to be shot anywhere in Russia except of Dagestan and other mountainous barbarian shitholes of the Caucas.
