1stly and most importantly, Germans exterminated the Soviet POWs
2ndly, those that they didn't exterminated - they hired as a Russian liberation army numbering millions... and all casualites of such are too added to the USSR
3rdly, nazi used the help of local nazi collaborators such as Baltic and Ukrainian nationalists.... their deaths are too added to the USSR military casualties.
4thly, Germany had all of Europe under it's sleeve for it's military industrial complex and while USSR had some industry and lend-lease - it wasn't really comparable. Germans had better equipment, armor, more ammunitions, etc.
5thly, There were other nazi forces under Germany belt even among coutnries that didn't officially participated in the war itself, liek volonteers from Spain that participated in starving and genocide of Leningrad. The casualties of such forces are not added up to German ones.. somehow.
6thly, Germany had superior tank tactics and used them to many encirclements that obliterated Soviet forces and forced such into 1st and 2nd reason.
7thly, the widepsread Partisan movement in USSR armed militia forces that were lightly armed and became easy prey to the Germans, despite their somewhat complex status - they still added up as Soviet militayr casualties (and proudly so, cause they common man defending from the nazi menace fas considered a hero)
And no, shitty ww1 generals who only knew how to kill fellow Russians and lose to Poland wouldn't make a difference in ww2, Stalin was right of getting rid of them.
