He was one of the first rulers to actively use state's propaganda machine for his own benefit (which was sorta required since Revolution was quick to dispose of it's leaders with the swings of public opinion). For example, his horrendous fiasco at Egypt with leaving his troops to die (not so different from how Russian campaign ended) was quickly swept under the rug and every arheologist\scientist participating in that compaign - was not allowed to speak any bad word about Napoleon's leadership.

Kislev is pretty unified, it lay claims on the Norsca lands and some chaos wastelands and quite slow but still relative succesfull in integrating nordic tribes in it (and they do trade a lot with their neigbours regardless of their race or origin).   17.  @xXxsn0wstormxXx  I'd add that Imperial guard is part of the (relatively) quick-reaction forces while the locals always protected by the Planetary Defense Forces (from which only 1 out of 10 makes it to Imperial Guard) with the backing of Factory Defense Forces, Tithing Defense Forces, Penal Factroies Defense Forces, Corporate Defense Forces, Aristocracy Defense Forces and such. And the scenario presented here would not allow for Imperial Guard to deploy at all, unless they were transferred and backed up by Imperial Fleet. Once again, Imperial Gurad are not stationary, they move around where they needed the most and they are needed constantly. (Like the meme from Chapter Master (long dead) game about Imperial Guard numbers in one defended planet being more than there are stars in the galaxy (100 billions).. and there stilll be orks on the same planet).

Considering absolute majority of human enemies are larger than us, more armored and Imperial guard is usually heavily mechanized, self-sufficient (meaning division between active combatants and logistics being at least approximately 1:1, i.e. fire-teams of 5, squads of 50, etc.) and extremely high casualties – those numbers would do. Realistically, they in their time absolutely should be organized as regional theater in our time, since our one single planetary armies were divided into several of such during the most devastating wars. Regiment of Imperial guard serves the same role as Wermacht did - conquer the planet and they failed at 18,2 milllion man army, while total Allies and Axis forces numbered 127,2 millions (and those numbers were sustainable by our tech, which is significantly less developed that Empire's one, with corpse-starch and shiet). Considering that only one of 10 Planetary Defence Forces recruits gets to become Imperial Guardsmen, the 10 Million Guardsmen per 100 million regular planetary troops seems legit. With additional Regiments coming to help if necessary.

Furthermore, part of his sucess in battles can be attributed to the officer corp shaped by meritocracy system due to Revolution, in comparison to the corrupt aristocratic superiority in the armies of other nations at the time. Then again, all those brilliant minds that he gave out coutnries to here and there to ensure loyaty of such.. abandoning him in his most troubled time - is quite telling. They knew him well, so they didn't aid him when having a freedom of choice. Turns out that bribes by corrupt italian only get you so far.

For example, a few members of conflicting sides wore pretty similiar uniform that constantly led to friendly-fire and constant bickering who must be in charge delayed important orders to be made. ' Furthermore, Napoleon's sucess partially lays in the destruction of future generations of French by his own hands through introducing new concept of conscription, that for sure made his army enourmous... and turned vilages into ghost towns cause there was no one left after his numerous wars. Couple that with him abandoning troops if he was anywhere near defeat and here you go, a premise for annihilation that he met iin Russia. The French state crumbled on itself, not able to sustain Napoleon's losses in manpower and new subjects weren't loyal or unified to back him up either. Now, if he would be a good ruler that wouldn't be an issue, but he wasn't either so there's that.
