@Anonymous-df8it Because it is obvious that an oil refinery has no place in a densely populated neighborhood, but a supermarket does.
On the other hand, when a supermarket becomes a mega-store and the oil industry only uses a few drops of lavender oil, the situation changes.
We do not create ten square miles with only separated single family homes, but a very small area, next to it a small area with row houses, an area with low rise apartment buildings, together all are 'housing'.
In the midst of four of those housing blocks we create a 'village center' for small scale business like a local supermarket, hair dresser, bike repair shop, green grocer, bakery etc etc. with clear defined size.
A cafe can have a meeting room for 50, for gatherings, funerals coffee, marriage, etc. but cannot be a party center for 500 open until 4 AM.
There are industry zones with good connections to the highway where there can be lots of heavy traffic and noise, at least with a 300 feet barrier to 'housing' but also with strict regulation in function. No chemical industry, no explosive, or big fire risks etc.
Heavy industry is concentrated on provincial level, within a limited area, where emergency services are fully informed and trained on what they could be facing. Regular safety inspections from the national government, checks on storage, checks on materials used, etc.
So we have zoning, everywhere, but on a different scale, and when you zoom in on 'housing' you will see another level of zoning within it.
That is how we keep our country livable and efficient.
